It is always in the best interest of the health of one's computer to restart or shut down.  It is not a good idea to use the power switch to just shut down with allowing the computer to properly shutdown.  This is because there is housekeeping which occurs during the restart or shutdown process.  Cold Booting or pressing the power button alone can cause corruption to occur over time.

Thanks for the suggestion; sort of a similar idea as how to fix an Amazon Echo when it is acting up..  
My only thought, before trying something like this (which seems harmless) is rebooting a 2nd or 3rdtime before resetting.
I often see strange boot-ups which just occur once -- and just once.
Rebooting, resetting -- or whatever we call it -- seems to fix strange behaviors with electronic devices.
