I think CBT and Skillsoft are what many universities and community 
colleges (and probably other businesses) use to deliver training. My 
current campus uses it, and so did another institution I worked for a 
few years ago. My experience with it is that each class seems to be 
designed by a different person, so accessibility varies.


For example, this academic year I've taken classes on discrimination, 
sexual harassment, mandatory reporters, and hazardous material. Only the 
one on hazardous material was completely inaccessible. The ones on 
discrimination and sexual harassment were mostly accessible, though 
there were a couple of places in each where much swearing and random 
button pressing were required to move to the next screen. The one on 
mandatory reporters was accessible except for the final signature and 
submission control.


I've also noticed that it's useful to try different browser and screen 
reader combinations. For instance, I did the discrimination class using 
Jaws and Internet Explorer, but I did the sexual harassment class using 
NVDA and Chrome. Courses were miserably inaccessible using different 
combinations. And on the subject of Jaws, I'm using Jaws 18, and I found 
it helpful to manually refresh Jaws (ins+esc) after activating controls 
because, otherwise, Jaws was inconsistent about reporting/reflecting 
those changes. This was more of a problem when using Jaws with Chrome, 
but it happened with other Jaws and other browsers as well.
