First, to get a portable copy of Firefox, go to someplace like 
https://mozilla-firefox-portable.en.uptodown.com/windows

To import your bookmarks from another browser:
1) Go into the Bookmarks pulldown and select Show All Bookmarks ...
2) Now go into the Import and Backup menu and select Import Data from 
another Browser ...
3) Now just go through the import wizard.

Note I looked for this feature on my version of Firefox running on 
Linux. Things may be in slightly different places if you're doing this 
on Windows.
