I believe this device runs Android 4.4.2 (Kit-Kat).
If it's never been set up for someone, you should be able to start
TalkBack by turning on the device, short-pressing the power button to
make sure the device is awake, and placing two finger on the screen.
they need to be about an inch apart. Just hold them there. First, you'll
be told to keep holding if you want to start TalkBack. Then You'll hear
that TalkBack is on. Remove your fingers from the screen at that point.
After that, you'll go through the Android set-up process, entering your
Wi-Fi details, Gmail address, and so on.
If the device has been set up by someone else, then you'll probably need
sighted help to turn on TalkBack. The person needs to tap Apps on the
home screen, then Settings > then Accessibility, then TalkBack, then On.
