Windows 8.1 comes with three SAPI voices. David is the default U.S. 
English voice. The other two voices are female, one U.S. and the other 
UK. I can use them with Jaws and NVDA, so I assume you can use them with 
System Access. The voices are high-quality, but they're less responsive 
than Eloquence or eSpeak. I use NVDA with David. I don't notice the 
lagginess right away, but after a while, I find myself getting annoyed 
with it.

I know you can get Ivona and one other TTS for Windows, but last time I 
checked, they cost two or three hundred dollars, so I've never tried 
them. Maybe you can ask Serotek if the company sells additional voices 
for System Access.
