It is possible that IOS and VoiceOver are doing better than JAWS on 
certain web pages, but what is more likely, is that someone using IOS on a 
mobile device is getting sent to the mobile version of the web page, and 
the person using JAWS is on a desktop or laptop and getting sent to the 
regular version of the web page.  Mobile versions are often more 
accessible, or at least, more stream-lined than the regular version of the 
web page, and thus easier to navigate and work with.

So, it is entirely possible that, the person using JAWS, if they went to 
the mobile site, would have just as good an experience as someone using 
VoiceOver on a mobile device.
