Touch the time like you would to bring up the Notification Center. To 
bring up the Notification Center, swipe down with three fingers. this is 
no different than in IOS 6. To bring up the control Center, swipe up 
with three fingers instead of down. this will bring up the Control 
Center instead of the Notification Center. In other words, touch the 
time at the top center of the screen and then sweep up the screen with 
three fingers to bring up the control center.
