In my view, you're approaching a pc purchase backwards. As has been
indicated by others, any of the programs can be placed on a Win 11 or 10
machine.
The better question to ask yourself and your wife (within your budget)
what do you want the hardware to be (processor, ram, usb ports,
connectors, drives, and so on.
And, is there a reason (you mention your financial constraint) that you
need to replace your pcs at this time?
