This wouldn't explain why it would work for you when not using JAWS, but it sounds like you were having trouble with the app switcher, like it wasn't running or kept crashing. A reboot should fix this. The next time it happens you can bring up the app switcher and leave it up by hitting alt+control+tab and then releasing all three keys. Now you can navigate around the app switcher with the tab and other keys.
BTW, I assume in the below post, Elena meant the alt key and not the control key. Alt+tab will cycle you through you're open windows. Control+tab will cycle you between the tabs in a given application, such as tabs in Chrome or Edge.
