I wouldn't trust the meter on the supply all that much.  Check voltage at 
the radio if at all possible.  I am not familiar with the Kenwood supply 
you  mention, bry it.  Most have over current shutdown, so if the 590 
draws to much, should just shut down.  Probably a different plug for the 
radio though.  Universal radio  use to sell an adapter.  big plug to 
little which fits the radio.
