Hi,

I like either 3 or 4, but in either case, I'd take out the words The 
Disabled, in favor of Disabled people, or newly disabled people  within 
the disability community, people language is preferred. For, some one 
with a disability is  not "a disabled" but rather a "person with a 
disability," or part of the community of "disabled people." Disabled is 
an adjective, not a noun.
