The 4S behaves just fine with IOS 9.3.1. IOS 8 had some performance
issues on older phones, but this was resolved in subsequent versions of
IOS 8. IOS 9 was refactored specifically to work well on phones with
older processors and less memory, so it runs just fine on a 4S, although
a 4S will never be as snappy as a newer phone.
Restoring to factory settings will not roll back you're version of IOS.
You'll get the latest IOS when you do this.
You might want to check your VoiceOver language settings to make sure
you're using the enhanced voice after the upgrade.
