I have experienced this problem with Windows 7.  It's odd because it is so 
inconsistent.  I may not be able to open Word with my hot key so I go to the 
desktop & open it.  Several hours later, without having rebooted, the hot 
key will work again.

I've got icons on my windows 10 desktop, and for some--like word, Jaws,
and NVDA--I have shortcuts (e.g., alt+ctrl+w, alt+ctrl+j, and
alt+ctrl+n). These shortcuts work just fine 95% of the time, but every
so often, one or the other doesn't work. It seems to happen most often
with the one for Jaws, but it's happened once or twice with others.

Today, for example, Jaws was acting strangely after log in, so I used
ins+f4 to close it, and after a minute or so, I pressed alt+ctrl+j to
restart it. Nothing happened. I tried a couple more times. Then I
started NVDA without any problems, After ten or fifteen minutes, I
closed NVDA and tried Jaws a couple more times, but nothing, so I
continued with NVDA. Another twenty minutes later, I tried Jaws some
more. alt+ctrl+j never worked, but I was able to use Windows+m to move
to the desktop, type the letter j, and press enter. When I checked
properties for the desktop icon, the hotkey was still there.

Again, it happens with other icons too. Same scenario. Maybe once or
twice a month.

Has anyone else had this issue, or does anyone know why this happens? I
don't think I've had this issue in previous versions of Windows.
