First, I am using Office 2013, Windows 8.1 and the latest version of JAWS 18.
And, the following is what I would do to display the "Bcc" field.
If you want to "always" see the "Bcc" field, try the following:
1. In Outlook 2013, press Alt to open the menu, and move to the "View" menu -
"Alt-V" should also take you there.
2. Down arrow to "Arrangement" submenu.
3. Right arrow to open this submenu, and down arrow 4 times to "Add columns".
4. Press enter to open "Add columns", and tab once to "Frequently used
fields".
5. Down arrow once to "Address Fields", and tab once to get into the list of
columns that could be added.
6. Down arrow to find "Bcc", tab to the "Add" button, pressing enter on that.
7. Tab once to "show these columns in this order"; press enter again.
8. Then, tab to "OK", press enter, and you are done.
In the "Frequently used fields" list, you will also find "Cc", and this could
also be added to the columns displayed.

P.S.: There is something else that could be done to ensure that you will have
the "Bcc" field available when composing new messages; but, it is a little
harder to find - as I recall.

should display both the CC and the BCC fields.
