I place shortcuts on the Desktop by unselecting the icons with a Control
Space Bar, then I press the Applications Menu Key and Up Arrow to the New
Submenu.  In there I always find an Icon to Add a New Shortcut.  Pressing
Enter on that provides me with an Edit Field where I type in the path to the
item I want activated, I Tab to the Next Button and press the Enter Key and
it lands me in the Shortcut Name Field where I type a name for my shortcut
and Tab to the OK Button and press the Space Bar.  

I hope that helps, and if I'm off the mark regarding your question then
