iPhone won't stay off

When I turn off my iPhone 4S, it turns off but then it goes on again
and refuses to stay completely off. I have performed all software
updates and the problem persists. Any suggestions?

Also, do any of you have a favorite pocket phone charger to recommend
for the 4S?
