I'm not sure who Chris is, and why we should just automatically assume
that everything he says is correct, but Talk Back is most definitely not
installed on every Android phone. I have a Samsung Galaxy S7 Active from
AT&T, and it does not come with Talk Back preinstalled. I know this for
a fact since I just got two replacement phones, and I had to install
Talk Back myself.
I think this comes from the thread where someone asked how to bring up
Talk Back on a phone. Some of the high end Samsung phones come with
Voice Assistant and not Talk Back, so even though they don't have Talk
Back preinstalled, you still start the screen reader, Voice Assistant in
this case, the same way, i.e. by holding two fingers on the screen
during initial set up.
I can't speak to every phone, but I wouldn't be surprised if there were
some low end phones where the manufacturer or carrier also chose to
remove Talk Back. Since we're talking about all Android devices, let's
also not forget that Talk Back isn't installed on the Android devices
from Amazon, which again run their own screen reader.
I agree this misinformation needs to stop, and it needs to start with
statements like the one below where it says that Talk Back is installed
on every Android device. In fact, whenever you see a black and white
blanket statement like that, you can pretty much assume it's wrong. Not
only does the misinformation need to stop, but people also need to stop
speaking up and talking about things they don't know the answer to,
especially when you're going to state things you don't know as facts. At
least precede them with I think or I've heard or better yet, hit the
delete key and let those who really do know the answer weigh in.
