DOL seeks to attract and retain a high

This position is located in the Office of the
Chief Information Officer (OCIO) Division of IT
Policies & Procedures.  The OCIO IT Policies and
Procedures (IT P&P) Division provides oversight
to ensure that OCIO IT best practices,
processes, policies and procedures are defined
and implemented.  This includes the Systems
Development Lifecycle Management (SDLCM)
framework for sequencing activities from project
planning/initiation through to operations and
disposition.  This guidance and oversight is
designed to ensure that IT projects are
implemented successfully, and that IT
deliverables, services are of high quality and
completeness.  The IT P&P Division helps OCIO
staff to ensure that IT initiatives are defined
and well planned, that at least two axis are
controlled (scope, schedule and resources), that
at each life cycle milestone progress is
sufficient and risk is acceptable such that a
given project can progress to the next project
phase.  The Division manages the Program Review
Board process and assists OCIO staff in moving
through the process to ensure the service
implementation is performed according to project
management best practices.  The IT P&P Division
oversees and maintains project management
standards and methodologies aligned with
industry best practices, track an integrated
portfolio of the OCIO projects, coordinates IT
Emergency Response, coordinates Section 508
Program compliance, conducts validation testing,
and provides independent verification and validation for DOL IT 
projects.

The incumbent serves as the expert on Section
508 requirements; provides program related input
into IT programs and projects; provides services
that include consultation,
education/training/outreach, research and
analysis, and Electronic and Information
Technology (EIT) acquisition/investment-review;
and, testing-and-remediation services; also
provides oversight of the Department of Homeland
Security 508 Trusted Tester for all DOL projects.

Duties



Duties at the Full Performance Level (GS-14)

Serves as the principal advisor to Chief
Information Officer, the Director of the
Division of IT Policies & Procedures and other
senior OCIO executives on all matters pertaining to Section 508 
compliance.

Serves as the technical expert on Section 508
compliance and provides advice to Agencies,
senior leadership, and other IT experts.  As the
technical expert, the incumbent prepares and
conducts briefings to communicate and explain
complex concepts or technical requirements and
options to convince and persuade others to
accept controversial changes and/or solutions.

Coordinates a program in alignment with Section
508 of the Rehabilitation Act and DOL’s IT
Accessibility Management policy, which moves the
Department forward in a collaborative effort
with regards to IT accessibility.  The incumbent
exercises originality thru ongoing extensive
investigation, analysis, validation and
determination of the applicability of undefined
factors and conditions to determine the nature
and scope of problems and thereby, establishing
new or reforming work methods and techniques,
arising from Section 508 requests.

Conducts periodic audits of the EIT/ICT in use
across the Department for Section 508
compliance, reviews the findings with the
applicable program agency/system owners, and
develop plan of actions to address findings.

Manages responses to inquiries regarding Section
508 accessibility, the status of compliance, and
current assessments of implementing directives
from heads of other agencies within DOL and at
such entities as, but not limited to, the U.S.
Access Board, the General Service's
Administration (GSA), the Department of
Defense's Computer/Electronic Accommodations
Program (DOD CAP), ATWCSUN, Microsoft's, IBM's, or Apple's 
Accessibility Group.

Oversees and conducts Section 508 IV&V testing
in compliance with the DHS Section 508 Trusted
Tester Program and other approved DOL Section 508 requirements.

Participates on business process redesign teams
to develop and ensure requirements for
administrative systems are fully Section 508 compliant.

Researches, collects, analyzes, organizes and
maintains program or service records and metrics
to include historic information and systematic
methods to keep management informed of program
activities with respect to Section 508 compliance.

Responsible for the "Accessibility Demo and Test
Lab" and other resources to educate customers on
available equipment, and for program experts to
use in conducting multilevel testing/reviewing
of custom EIT or COTS EIT products/Services
under consideration for Department procurement/approval.

Establishes and maintains consultative/working
relationships with other IT,
Accessibility/Section 508, and IT officials or
specialists at such entities as, but not limited
to, the U.S.  Access Board, the General Service's
Administration (GSA), the Department of
Defense's Computer/Electronic Accommodations
Program (DOD CAP), ATWCSUN, Microsoft's, IBM's,
or Apple's Accessibility Group, to obtain
recommendations of accessibility/conformance solutions for 
customers.

Lead/coordinate/facilitate or otherwise, serve
as an active member of Section 508-related
intra-departmental and inter­departmental working groups.

Develops, interprets, and applies guidelines and
standards as they relate to the accessibility of
Department EIT products/services, in accordance
with Section 508 legislation and Department
policies, program goals and objectives.  Specific
activities include research and planning for the
acquisition, approval, development, and testing
and remediation in the System Development and
Life-Cycle Management (SDLCM) of EIT products/services.
