To start Narrator in Windows 7, press Windows+U to get into the Ease of 
Access center, then press alt+N to actually start Narrator. I seem to 
remember that it takes a couple of seconds.

If that doesn't seem to work, just press the Start key to get into the 
search box, type "Narrator" without the quotes, and press enter.
