There are a bunch of web sites where you can do this, and also a lot of 
Twitter apps have their own plug ins to shorten URL's. If you let the 
list know what client you're using, I'm sure people can give more 
specific examples.

The first three links I got when I Googled for "shorten URL" are:
Google URL Shortener: https://goo.gl/
Bitly URL Shortener: https://bitly.com/shorten/
Tiny URL: http://tinyurl.com/
