It's possible your wave and master volume control for the usb audio codak
which is the sound card in the signalink may need to be reversed. One should
be 100% the other depending on the version of windows 50 to 75%. Sometimes
that's backward by default and that will make the radio not key. What
version so windows are you using? IF you look on the manufacturer's web
site, there are instructions on how to do it but someone can also talk you
through it, depending on your version of windows that could be better.
Windows 7 is a bit of a pain, I haven't tried it on a vista computer but
that's probably at least as bad, xp and prior is pretty easy.
