If you don't mind working with command line programs, this utility, rtl_fm
is completely accessible for tuning the RTL2832 dongles.

Batch files can be easily written for whatever frequency you like to monitor
as well as placing the tuner into a scan or search mode.

Aside from the rtl_fm utility, the SoX, Sound Exchange, application is
needed.
I had issues with the latest version 14.4.2, but the earlier version 14.4. 1
works fine.

After unzipping the file, rename sox.exe to play.exe in order to make the
Play command work.
As with the other SDR programs, the Zadig USB driver must be installed.

Guess you could say I'm very pleased with this program. It has its
limitations, but they're worth it.
