No.  Even though coax is used as most of the driven elements, the velocity
factor won't change with frequency.

Subject: rerevisiting bazooka antennas

I read the recent file posted on calculating the length for a bazooka
antenna, it says 325 divided by fredq.  Wouldn't this number change
depending on the volocity factor of the particular coax?  Wondering what
volocity factor this number assumes?
