Hi,

In my experience the closest you will get is a Kenwood tm-3530 with a VS1
installed.  Older and larger radio but it speaks the pl when programming and
the frequency.  10 memories if I remember right.  My personal preference is
the Kenwood tm-331a which has a beep at the first memory.  Easily programmed
without sight and a tried and true performer.  

Some repeaters have voice ID and others are still CW only.
