From what I understand, the upgrades they're doing are significant, hardware 
and software and new is not compatible with the old. They figured it was 
easier to just pull the whole thing down and take time to do it right. 
That's what I heard, doesn't sound like our government at all though.

having spent more than twenty-five years as a mainframe programmer, I
need to defend my former profession.  until you know the cause of the
outtage I feel you can't quantify the abilities of the staff doing the 
repair.
