Frank,
The top of the line as far as functionality and accessibility is
concerned is the Kenwood Th-F6A. The radio covers 144/222 and 440MHZ
plus general coverage receive all in a hand-held package. The radio
doesn't have talking readout but has an extremely well thought out menu
structure and audible beeps at key points.
A totally blind person can program all the key functions, frequency,
CTCSS, DCS tones, memories, scanning and other features. The price
point is around $330.
There are cheaper radios from china such as the Wouxun, Puxing, Baoufeng
and others that have limited speech output but can be programmed via the
keyboard with a more complex but doable system.
The price points for the Chinese equipment range from around $150 for
the Wouxun and Puxing to $30 for the Baofengs.
Lots of accessible documentation is available for all of the equipment
I've talked about above.
