You'll need to pay special attention to section boundaries. Just too many
people in California is the problem, but you know...

You're either in east bay eb, San Francisco, SF, or Santa Clara Valley SCV.

That is the challenge. You're class is clarly 1E

The 2015 rules I downloaded don't show section codes. But I'm in Mountain
View CA in the SF bay area.
