It isn't the case that newer operating systems will slow down older
devices. That can certainly happen if an operating system developer adds
new functionality and doesn't pay enough attention to performance, but
it definitely doesn't have to be the case. Windows 7 and Windows 10, as
well as IOS 9, are all good examples of operating systems which actually
improved performance on devices. If you include Linux and other
proprietary operating systems, the number of examples grows quite a bit
as companies invest quite a bit in performance tuning their operating
systems.
