Well, I just installed IOS 9.31 on my iPhone 6S. It Voice-over works just
fine. Perhaps, this upgrade was not intended for some of the older phones. I
remember that my iPhone 4S had problems, really slowing down, after upgrading
to IOS 8.2 (I think); so, I stopped upgrading that phone after that.
Unfortunately, unless you are willing to take the iPhone 5 back to factory
settings, I do not believe that you can go back to the previous IOS version
before you upgraded to 9.31. When my 4S slowed down, I was given that unhappy
news by Apple, and I had to live with it until I could afford to upgrade the
phone itself.
Perhaps, someone else will have more positive news, or, has developed a way to
go back to a previous IOS version.

Subject: [VICUG-L] Voiceover sounds garbled after installing IOS 9.3.1
Hi All,
I have an iPhone 5 and installed the IOS 9.3.1 update. After doing so,
the Voiceover speech sounds garbled and fuzzy. However, Siri sounds fine
as do the podcasts I have listened to so far. I have tried shutting down
and rebooting the phone, but the speech is still not clear. As yet, I
have not been able to figure out anything by browsing through the
various settings. Has this happened to anyone else? I am open to all
suggestions.
