I ran into a similar problem when a e a went belly up.  They made a 
talking frequency counter, don't recall what they called it.  Wasn't all 
that sensitive, but did work.  I inquired about getting a license to build 
them and they wanted twenty thousand dollars, I asked about a percentage 
and they flat refused.  I did some checking into getting boards made and 
at that time, the rule of thumb in manufacturing was actual parts cost was 
ten percent of retail price.  The rest of the cost was in marketing and 
proffit for dealers and distributers.  We were going to have boards made 
in Mexico, and of course, they were cheaper if you ordered a larger 
quantity.
