No, there is really only one voice.   What they call voice 1 and voice 2 
refers to whether it is speaking the frequency or the s meter.

In the 480 and 590, with the VGS-1 board, you can adjust the speed of 
playback, but I don't think you can do this in the 2000's VS-3.


The 590 will also let you choose between English and Japanese, so 
there's your 2 voices.
