Yes, if braille support is important to your friend, iOS is the way to go.

In Android, braille needs some love. The two biggest issues are these: 
(1) output can be in contracted braille, but input is all uncontracted, 
and (2) some  important areas, like e-readers, mostly don't send 
information to the braille display. There are smaller annoyances, like 
you can mute speech while using the braille display and you don't read 
contractions like "btn" for "button."
