I see that it is an executable file, and that can't be good.
It will certainly be accompanied with malware.

I have also had trouble downloading this or anything else from Sendspace
using windows 8.1  If someone puts into their Dropbox folder that would
help.

If you are using windows xp, you won't be able to download it using ie8. 
You'll have to use firefox.  Perhaps someone who has downloaded it can use
dropbox to give you access to it.
