See at some point you have to just live with the fact that the operating
ssystem that the device can handle. If the device is 4 or 5 so years old I
think that its gotten its fair amount of milage and its time to call it a
nice day and to use it not as a phone but as something else and get an
upgrade to whatever the latest or something with newer horsepower wwhich
will support the newer stuff. As you guys know the newer the operating
system the more horsepower is required to run these things. So I hav a
policy of keeping devices for no more then 3 or at most 4 years. At that
point its time to go to the next device and that way you are at least
budgeting for the device in the long run that way.

The 4S behaves just fine with IOS 9.3.1. IOS 8 had some performance issues
on older phones, but this was resolved in subsequent versions of IOS 8. IOS
9 was refactored specifically to work well on phones with older processors
and less memory, so it runs just fine on a 4S, although a 4S will never be
as snappy as a newer phone.
Restoring to factory settings will not roll back you're version of IOS.
You'll get the latest IOS when you do this.
You might want to check your VoiceOver language settings to make sure you're
using the enhanced voice after the upgrade.
