sadly P25 is the "way of the future"! most of the major law enforcement in
Australia is now P25 phase 1 or phase 2, and yes it is mostly encrypted.
you can get a digital decoder [both a hardware or software solution] for the
unencrypted streams but, trying to find of the unencrypted streams is almost
impossible!
