That's because the address he gave you has impermissible characters in it.  

If you paste the address in your clipboard and try opening it in your browser, it won't work unless you edit out the asterisk characters that surround NOAA.  Once you do that, it will work.

It will bring up the Louisiana NOAA and if you want to listen to their weather radio, you will get an alert that it needs to access Windows Media Player.  Just tab to the allow button and it should work.
