Yes.

IF the old install CD is too old, you would need to upgrade the original install
BEFORE connecting to the Internet. (It is a lack of a firewall thing.)
You would get hacked in the first several minutes on-line.
You can get the administrative install (network package) and apply that off-line.

Note the line that says:
"To install Windows XP SP3, you must first have SP1a or SP2 installed."
Note SP1a is different from SP1.
You might have to get SP2 and then SP3.
Then --- be sure to run Windows update SEVERAL TIMES for the rest of
what was new after SP3.
The new install will run very fast since it has no "baggage" or accumulated crud...
