Chrome books are quite accessible. The experience is similar to using Chrome with ChromeVox, so you can play around with that to get an idea of how things work and whether apps are accessible. The difference is that things tend to work more smoothly in Chrome OS than in the browser on other platforms. I don't use mine extensively enough to give an opinion about whether they can replace a Windows or Apple device. I would say they probably can, but if I were making the decision for a school, I would test a Chrome Book for a month, using one to do the kinds of tasks students will be doing.
