Matt, what precisely do you mean when you say that you get the tones? Are
you sure that your keys are plugged into the correct jack? Many rigs have
two separate key inputs; usually one on the front, and another one on the
back. One jack is for plugging in a external paddle, to key a built-in
keyer, and the other jack is for plugging the output of an automatic keyer
in, bypassing the rig's internal keyer.

Subject: On the Air, but Have a Problem
Hi, Folks. Finally got on the air! My dipole's up, and I've had
some nice phone contacts on 80 meters.
However, unable to get my CW to work. When I use my keyer or my
straight key, I get the tones, but the signal's not getting
out. Phone works fine. What do I need to do to get my CW to
work? Thanks much.--Matt, N1IBB.
