Mathew,

A transverter is a device you use with an HF radio, for example the Kenwood 
TS590 to enable you to operate on 2 meters. For example.  You would operate 
your 590 on 10 meters, 28MHz to 30MHz and that 2MHz range would be converted 
to 144MHz to 146MHz on 2 meters.

The transverter, depending upon what you have, may operate on 220 and/or 
440MHz also.
