So I guess if it looks like an antenna, even if its 25 feet high, you won't be allowed to put it up? 
That may limit things because you can get some pretty good solutions from Zero Five, like the vertical dipole. 
Work with Tom at Zero Five and he can probably help design a solution that will work best for you. 
700 bucks is allot to pay for a flag pole when I'm sure you could build a wooden 1 for a 3RD the cost and hang an inverted L off it.

I'd might even look into a remote for the lake house and keep your loop there. 
I'm actually considering going down that root again my self.
