Hi Scott,
All the contests aren't US based, they are sponsored by groups all over
the world. Who can work who depends on the particular contest.
it helps to know the exchange for a contest you may want to play in.
You do not have to submit a log for the other station to get credit.
Here is a link to a contest calendar page. You can see the basic info
for each contest, and go to the home page for a particular contest's
rules if you wish:

One nice thing about contests, even for the casual op, is that for some
of the big international contests, the rare DX comes out of the woodwork
for that weekend.
