The Control + J was just listed as a command for HTML, so I thought maybe it would work for both.  I have used it with clients in the past, but could not recall for which browser.  I just tried it in Firefox, and it brought up a little window called Library, but the focus is on Downloads.  I can move through the downloads with my up and down arrows, and if I hit enter on one, it opens it up.   So good, it does work with both.

I assume you're talking about IE. It's a bit confusing since the post you're replying to is asking about Firefox. In my version of IE, in the Tools pull down it says View downloads Control+j. If I hit control+j, it looks like it's giving me a list of what I've downloaded in IE. 
Unfortunately, the list is empty since I guess I always use Firefox to download things.

Note that in Firefox you can get to a similar list with control+shift+y.

I'm not sure how to get to a progress indicator from this view in either application.
