I signed into my account on the dropbox web site, but couldn't find where to
reenable my sharing links.

Tom,

You may have to visit the Dropbox site to re-enable your shared links. 
Don't forget to sign in to your account with your Email address and Dropbox
password.

It's no longer necessary to put files you want to share into the Public
subfolder; that used to be the case, but that changed about a year ago.  You
may be able to fix this problem within the software itself, but I suspect
you'll have to do it on the site.
