Depending on the version of Windows installed on that machine, the person/administrator may have disabled the Narrator shortcut key. You may also want to try Narrator's new shortcut, which is control+windows+enter. It used to be Windows+enter.

Basically, my question is whether there's any reason why we shouldn't be
able to enable Narrator at any time.
Yesterday I bought a laptop, which turned out to be a return. The
previous owner set up an account without resetting the computer before
taking it back to the store. I'll be returning it, of course, but what
was interesting was that I couldn't get Narrator to start.
On my own computers, I start Narrator on the log-in screen whenever I'm
having trouble with my screen reader, and I start Narrator after log-in
when my screen reader is being buggy or having trouble with an app or
website. So I've always assumed that Narrator just works.
But on that computer, Narrator wouldn't come up at all. I had to get
sighted help to find out what was on the screen (i.e., log-in info for
someone named Brian). I thought maybe the sound was muted, but the
Narrator settings screen didn't come up either.
So ... is there a limitation for Narrator, like there is or was for
Voiceover (i.e., triple-pressing home brings up Voiceover--but only if
that was done during first-time setup), or should I assume that Narrator
didn't start because Brian returned a defective computer?
Does anyone know?
