Steve,

The carrier  setting will also affect CW and FSK.    Default is 50 and 
you need to get it down around 20 to see a drop in power.  During that 
decline from 50 to 20, the power will remain the same, but the ALC will 
drop.

Since this stuff doesn't speak on the 2000 it is easier to  witness the 
relationship  between carrier level, power out, and ALC on the 590 with 
it's speech, but  it is similar on the 2000.
