I'd havde to look at the manual, but doesn't that radio ahve a carier 
control that would control power?

BTW, my tw1 isn't that bad, but not all that accurate, I've seen it read 
80 percent or so of acgtual power and that is checking against a byrd 
and a service monitor.  Still, half is a bit much I think.
