Chuck
You have a Browser Hijacker. Sometimes they show up as BHO's, browser helper objects. Do you have SuperAntiSpyware (SAS) and/or MalwareBytes? If not, download and install one. Always install from the manfacturer's website. I like SAS.

Next, shut down the PC. Boot PC and get into SafeMode. Do this by clicking the applicable F-key during blackscreen booting and a DOS-like menu will come up. Mine is F8 but it could be F10.

It will ask what you want to do. Arrow down to Safe Mode and click enter. Let it go. In Safe Mode you can either try System Restore to a point before you had problems, or even better, run a Full Scan while in Safe Mode. It should find it and you can remove it.

There are other ways that will find it also, but this is a good start.

Maybe there is a program in the control panel that you could uninstall.

Every time I set it, via Internet Options it changes, but when I open then close IE and restart, it goes back to the home page I don't want or even know how it got there.

I've deleted all cookies, temporary internet files, and everything I could find but nothing is working to get rid of that internet address from being my home page.
