I'm with Lou on the idea of not using an umbrella when it's raining.  The
same goes for being very picky about the kind of hat I wear in the
winter-time to protect myself from the cold and snow.

As for a safety vest, when I used to walk daily in our town, I always wore a
reflective vest, especially if it was getting anywhere close to dusk or even
in the early evening in the summer time.  You just never know what the
setting sun can do to someone's vision when driving.

I'm a cane traveler, and I don't walk alone too much in our town any more
because with all the university students and their various distractions
(including cell phones), I simply don't feel as safe as I once did.  Plus, I
guess I'm not the guy I used to be 15 to 20 years ago.

Howard,

Not sure what you mean by facial vision. If you're talking about
echo-location, then it probably would affect it. Sighted people can't
understand why I refuse to use an umbrella when its pouring. The reason is
that it adversely affects my navigation. I depend on what I call
echo-location a lot. I won't wear some hats because they do the same thing. 
If I'm traveling while its dark or twilight, I usually do wear a reflective
