The VE team has up to 10 days to submit the results and test materials, and
even in the rare situations where the team goes beyond the 10 days, they can
still submit the materials late, providing they justify the late submission
in writing. I know a case where the team liaison had the test materials in
his possession when he was in a car accident. As a result the test results
and materials were a few days later than the 10 day deadline, and given the
reason, they were still accepted by the ARRL-VEC. 

So, you need to get back to the VE team liaison and inquire about when the
materials were submitted.
